The Royal Commission held a public hearing in Sydney from Monday 12 to Thursday 15 September and from Monday 19 to Thursday 22 September 2016.
The public hearing inquired into the responses of Catholic Church authorities to allegations of child sexual abuse made against John Joseph Farrell.
The scope and purpose of the public hearing was to inquire into:

The responses of the Catholic Diocese of Armidale and the Catholic Diocese of Parramatta to allegations of child sexual abuse made against John Joseph Farrell.

The response of the Special Issues Group for the Province of Sydney to allegations of child sexual abuse against John Joseph Farrell.
- Any related matters.
The Royal Commission has delivered the report of Case Study 44 – The response of the Catholic Dioceses of Armidale and Parramatta to allegations of child sexual abuse against a priest - to the Governor-General and governments.
The Royal Commission's Terms of Reference required that its work did not prejudice current or future criminal or civil proceedings. For this reason, Commissioners recommended the report should be withheld until those proceedings had concluded.
